ICAO Training Package: Personnel Licensing System Part 1
You will gain an understanding of the fundamental concepts and principles to set-up and effectively manage a personnel licensing (PEL) system in a PEL office in accordance with the requirements stipulated in the ICAO Annex 1, Doc 9841 and Doc 9379. This course comprises 2 parts. Part 1 is 3-day self-directed e-learning and Part 2 is a 5-day instructor-led classroom training.
Learning Outcomes
At the end of the course, you will be able to:
- Identify the essential components and processes in personnel licensing
- Explain the Annexes and Articles relating to PEL
- Describe the procedures of issuing orders, directives and/or instructions to support PEL activities, identifying and notifying differences to ICAO, and ensure ongoing compliance with related Annexes
- Describe requirements of a large-size, medium-size and small-size PEL office relating to their organisational structure, staffing and qualifications of key personnel, staff training and facilities and equipment
- Describe a system to ensure confidentiality and security of individual records through filing procedures, proper maintenance, closing and archiving
- Describe the tools, documents, publications, guidance material and methods required for maintaining a technical library
- Explain the procedures required for the processing of personnel licenses and ratings
- Explain the process of evaluating and endorsing language proficiency
- Explain the delegation and transfer of functions and responsibilities
- Describe the process for selection, designation and appointment of examiners for written and oral examinations
- Describe a system for the supervision and control of flight tests and practical examinations
