Singapore and Brazil Sign Memorandum of Intent on Advanced Air Mobility

The Civil Aviation Authority of Singapore (CAAS) and National Civil Aviation Agency – Brazil (ANAC) have signed a Memorandum of Intent (MOI) on Advanced Air Mobility to strengthen collaboration on regulatory approaches, technical standards, and industry engagement. The MOI was signed on 10 September 2024 by Mr Tan Kah Han, Chief Technology Officer and Senior Director (Unmanned Systems Group and Next Generation Programme Office) of the CAAS, and Mr Roberto José Silveira Honorato, Head of the Airworthiness Department of ANAC, on the sidelines of the International Civil Aviation Organization’s (ICAO) first Advanced Air Mobility Symposium 2024 held in Montréal, Canada.
2 Under the MOI, CAAS and ANAC express their interests to collaborate in the following areas:
a. Exchange expertise and information on certification, validation, and entry-into-service of electric vertical take-off and landing (e-VTOL) aircraft, including on policies, regulatory approaches and operational procedures;
b. Collaborate on the development of technical standards to enable certification and safe operation of e-VTOL aircraft, including through participation in international technical groups; and
c. Coordinate efforts to engage relevant industry stakeholders on the development and safe operation of e-VTOL aircraft.
3 The MOI between CAAS and ANAC further solidifies the growing partnership between the two countries by building on the foundational Memorandum of Understanding signed in February 2024 to promote civil aviation safety. This was followed by a signing of a Technical Arrangement for Airworthiness Certification (TA-AC) in June 2024 to enhance cooperation related to initial and continued airworthiness, production matters and technical assistance.
4 Mr Tan Kah Han, Chief Technology Officer and Senior Director (Unmanned Systems Group and Next Generation Programme Office) of CAAS, said, “CAAS is pleased to conclude this MOI with ANAC. As e-VTOL technology changes rapidly, it is crucial for regulators to work together to keep pace. This collaboration will allow us to combine our expertise and resources to streamline regulatory approach and processes while maintaining the highest standards in aviation safety. The deepening of our collaboration with ANAC also underscores our joint commitment to ensure robust and comprehensive regulatory oversight, that will enhance aviation safety, operational efficiency and support the growth of our aviation sectors.”
5 Mr Roberto José Silveira Honorato, Head of the Airworthiness Department of ANAC said, “It is an honor to join the CAAS in this important step forward. As new technologies such as e-VTOL continue to transform the aviation landscape, the ability to collaborate across borders becomes ever more vital.
