CAAS and Civil Aviation Flight University of China Establish Training Cooperation in Civil Aviation

 The partnership will promote learning and human capital development in civil aviation regulatory oversight 


               On 13 August 2024, the Civil Aviation Authority of Singapore (CAAS) and Civil Aviation Flight University of China (CAFUC) signed a Memorandum of Understanding (MOU) to enhance the capacity building and training of civil aviation regulatory personnel in Singapore and China to support the growth of air travel in and between the two countries and beyond. The MOU was signed on the sidelines of the 2nd Asia-Pacific Summit for Aviation Safety by Mr Alan Foo, Senior Director, Safety Regulation Group, CAAS, and  Mr Guo Rengang, Member of the Standing Committee of the Party Committee and Director of Civil Aviation Administration of China (CAAC) Academy, CAFUC, witnessed by CAAS Director-General Han Kok Juan and CAAC Administrator Song Zhiyong. The 2nd Asia-Pacific Summit for Aviation Safety is held in Beijing, China from 13 to 15 August 2024, co-organised by the Flight Safety Foundation, CAAS and CAAC. 

2             Under the MOU, CAAS and CAFUC will work together to develop and deliver customised aviation training and professional development programmes, conduct studies in areas such as civil aviation regulatory practices and approaches, and offer technical assistance to other countries in the Asia-Pacific region.

3             CAFUC, a national civil aviation university directly affiliated to CAAC, is the world’s largest flight training institute training nearly 200,000 professionals, including 70% of civil aviation pilots and 50% of air traffic controllers in China. CAAS through the Singapore Aviation Academy, an internationally well-regarded aviation training institute, has provided training in aviation safety, air traffic services, airport management, and airport emergency services to close to 160,000 aviation professionals from over 200 countries from around the world.

4            This MOU is the first between CAAS and CAFUC. Both parties are committed to strengthening collaboration between their civil aviation training institutes to contribute to efforts in raising the overall safety standards in the Asia-Pacific region, and ensure greater safety within the global aviation landscape. In this regard, both parties will also organise joint seminars and workshops for safety inspectors in the region to address the needs of the Asia-Pacific market and promote knowledge exchange to learn from each other in areas such as data-driven oversight and smart regulation.

5             Mr Alan Foo, Senior Director, Safety Regulation Group, CAAS said: “CAAS places strong emphasis on capacity building and human capital development in civil aviation. We are happy to collaborate with the Civil Aviation Flight University of China, a like-minded partner, to contribute to international civil aviation, and the Asia-Pacific region, by building a strong pipeline of civil aviation professionals with strong expertise in regulatory oversight matters.”

6             Mr Guo Rengang, Member of the Standing Committee of the Party Committee and Director of CAAC Academy, CAFUC said: “CAFUC intends to take advantage of the resources of talent cultivation, research, industry training and regulatory personnel training to collaborate with CAAS. This partnership aims to improve the personnel qualification and management level of both industries, and promote the improvement of civil aviation regulatory capabilities of both sides, jointly provide intellectual, training, and regulatory research support to facilitate the high-quality development of the civil aviation industry in Asia-Pacific, ASEAN and the world.”
